The Education to e-learning project is developed by the Ministry of Education in 2003. The purpose is to assist instruction in elementary and high schools using information technology and promote instructional design and experience sharing of the Grade 1-9 Curriculum Guidelines. It integrates educational resources from professional Internet communities managed by counties, cities and educational organizations and encourages communication between all Internet communities.

The project is phased:
1. Phase I (2003): The sources are from three major educational resources web sites in Taiwan, they are EduCity, Smart Creative Teachers, and MOE EduContent.
2. Phase II (2004): The sources are extended to the official educational websites of 10 counties in Taiwan.

MAAT assists this project by investigating and analyzing metadata for educational resources. It is expected to create a metadata application profile and system suggestion for educational resources which not only fit the needs of describing educational resources of Grade 1-9 Curriculum for interoperability and sharing, but also can map with international e-learning standards.
